On September 23, 2015, GFCI 18 created by the Z/Yen Group was launched in CDI, Shenzhen, which is its debut in China. In the report, Shenzhen ranks 23rd, Shanghai, 21st, and Beijing, 29th. CFCI (China Financial Centres Index) 7compiled by CDI was also launched. The Summit themed on RMB internationalization and financial centers development was successfully held. Experts and scholars discussed possible ways for internationalizing RMB and building Shenzhen into a financial center.

To drive Chinese charity development, China Charity Fair 2015 themed on poverty alleviation and boundless love of China was held in Shenzhen from September 18-20, 2015. 2588 organizations from home and abroad participated in the event and charitable resources worth of 12.25 billion yuan were shared, an increase of 141.24% from 5.08 billion yuan last year.
CDI coordinated 22 seminars and hosted China Charity Internationalization Summit. The sessions exploring advanced concepts and innovative models in charity development were centered on four major sub-topics, namely, Internet plus charity, charity internationalization, charity makers and charity innovation. On September 19, China Charity Internationalization Summit themed on global vision and China’s charity development was co-hosted by CDI, Asian Venture Philanthropy Network (AVPN), China Foundation for Poverty Alleviation, and British Council.
Experts from US, UK, Singapore, Japan, Thailand, Myanmar, Hong Kong and mainland China discussed how to internationalize China’s charitable organizations, which was a media highlight during the event. Executive Vice President Guo Wanda made a welcome speech and moderated the panel of keynote speeches. 22 speakers including Paul Carttar, founding director of Obama’s Social Innovation Fund and senior partner of the Bridgespan Group, Andrew Muirhead, vice chairman of AVPN, David Galipeau, global chief of United Nations Social Enterprise Facility (UNSEF), Xu Yongguang, chairman of Narada Foundation, and Lei Geye, special board member of China-Myanmar Friendship Association held fruitful and pragmatic discussions about the status quo and huge prospects of China’s charity internationalization, government-and-society cooperation to create social impact, and capacity building of China’s charities.
The high-end and internationalized summit strengthened the cooperation between China’s and world’s charities. Given its fulfillment of tasks, CDI has been recognized by the organizing committee of China Charity Fair 2015 as the best organizer.

The Third China Charity Fair (hereinafter referred to as CCF) was held in Shenzhen on September 19th. The three-day CCF attracted 896 exhibitors, including 720 grass-roots charity organizations. The third CCF is co-hosted by the Ministry of Civil Affairs of the People’s Republic of China, State-owned Assets Supervision and Administration Commission of the State Council, All-China Federation of Industry & Commerce, People’s Government of Guangdong Province, People’s Government of Shenzhen and China Charity Alliance. The third CCF has launched a national platform help match charity needs with resources. 438 resource-matching projects have been signed, which equals to 5.079 billion RMB, an increase of 197.37% compared to that of last year.
During the three-day gala of China’s charity sector, dozens of conferences and seminars have been held, gathering nearly 200 speakers and 6000 audience. China Development Institute (CDI), as the comprehensive coordinating body, was in charge of the overall arrangement of one plenary session and 15 seminars. Besides, CDI hosted three seminars, including Social Impact Investment Summit, Celebrities’ View on Charity and Lecture on Effective Supply of Philanthropic Resources & Release of China Philanthropy Development Report. All events got their own eye-catching points and covered social-concerned issues such as social impact investment, community foundations, education innovation and charity socialization etc.
The Social Impact Investment Summit on September 19th was organized by CDI, Youchange Foundation, Huamin Charity Foundation and Social Value Promotion Centre (SVPC) under the theme of “Practice on Social Value Investment and Activate the Eco-system of Social Innovation”. Mr. Li Jinkui, senior research fellow of CDI, and Dr. Guo Wanda, executive vice president of CDI, moderated the seminar and made the concluding remark. Ms. Nancy Barry, former president of Women’s World Banking; Ms. Durreen Shahnaz, founder and chairwoman of Impact Investment Exchange and Ms. Penny Low, member of the Parliament of Singapore and founder of the Social Innovation Park shared their views and ideas on charity development from the perspective of social impact and social capital market.
The summit launched the first China Association of Social Impact Investment and released the Declaration of China Association of Social Impact Investment. The association is aimed to become a social public service platform to connect government, market and community for crossover cooperation and innovation and to select projects and resources which possess both social and commercial value. The association was initiated by 40 organizations including Shenzhen Civil Affairs Bureau, Youchange Foundation, Huamin Charity Foundation etc. Its membership includes foundations, consulting companies, accounting firms etc. The association mainly focuses on education, environment, pension insurance, public security, and gives priority to social innovation enterprises which offer solutions to the above issues.
The Celebrities’ View on Charity was organized by CDI. The event gathered leading minds from charity sector including Nancy Barry, former president of Women’s World Banking; Ma Weihua, president of One Foundation; Wang Zhenyao, dean of Philanthropy Research Institute, Beijing Normal University; Tang Min, executive vice chairman of Youchange Foundation; Lu Dezhi, president of Huamin Charity Foundation. Each speaker made proposals to better develop and reform China’s philanthropy. Ma Weihua said, it is the high time to develop charity in China, but there is also a long way to go. A comprehensive charity system is mostly needed. We should do charity with the approach just like we run the enterprises.
Lecture on Effective Supply of Philanthropic Resources and Release of China Philanthropy Development Report, was held on the last day of CCF, pushing the whole CCF to a climax. Li Luoli, vice president of CDI and president of Shenzhen Ma Hong Foundation, released the Research Report on Charity Industry 2013-2014. Xu Yongguang, president of Narada Foundation, made a one-hour speech on problems and direction of China’s Charity Development. Then he had a lively discussion with representatives from Alibaba, Tencent, South China Normal University, Shenzhen Jing An Mental Care Foundation. Dr. Zhang Jiansen, Director of Finance and Modern Industry Research Centre of CDI, also joined the discussion.

The 8th Pan-Beibu Gulf Economic Cooperation Forum was held in Nanning, Guangxi Zhuang Autonomous Region of China on May 15th, 2014. The forum was themed at Maritime Silk Road of 21st Century with six Parallel Sessions: 1) Maritime Silk Road of 21st century: Strategy, key area and approach; 2) Model innovation of cross-border investment; 3) The 4th Think Tank Summit; 4) Investment and finance system on industry and infrastructure; 5) Port cooperation & SEAL-NET; 6) Cooperation and innovation of cultural industry.
The 4th Think Tank Summit, which was hosted by CDI, gathered renowned experts and scholars from PBG think tanks including The East Asian Institute, NUS; Central Institute for Economic Management, Vietnam; Asia Strategy and Leadership Institute, Malaysia; Institute of Strategic & International Studies, Malaysia; Philippine Institute for Development Studies; Thailand Development Research Institute; Chinese Academy of Social Science; Chinese Society of Economic Reform; Ocean University of China; China-ASEAN Research Institute etc.
Under the theme of “Linkage •Mutual Prosperity: New Partnership in New Century”, experts and scholars discussed about cooperation mechanism: optimizing & integration and regional cooperation and Maritime Silk Road. They reached a consensus and launched “Report of Discussion Initiative on Building the Maritime Silk Road of the 21st Century, PBG Think Tanks”.

To celebrate the 25th anniversary, CDI has hosted a Seminar themed at International Perspective & Think Tank Innovation with 2 topics: Think tank viewpoint: China and world economic outlook; New approach of think tank development.
Mr. Xiang Huaicheng, Former Minister of Finance, Chairman of CDI gave an opening remark on the development and achievements of CDI in the past 25 years. Economists from Chinese Academy of Social Sciences, Bank of China, China Center for International Economic Exchanges, J.P. Morgan and Asian Development Bank shared some of their observations on world economy.
The seminar also invited leaders from Economic Strategy Institute, U.S.A, Korea Institute for International Economic Policy, as well as expert from Research Centre of Think Tank, Shanghai Academy of Social Sciences to discuss the development models and management of think tanks.
During the past 25 years, CDI has being committed itself to meet the changing requirements of China’s reform and opening up, and it has explored a new approach of marketization of think tank in China.

The 2nd China Charity Fair (CCF) was held in Shenzhen from September 21-23. It is the first and most important event in the nonprofit sector of China, hosted by Ministry of Civil Affairs. As the so-organizer of CCF, CDI invited 30 influential organizations from overseas charitable sector to exhibit their best practices in the newly launched International Cooperation Section.
On Sep 21, the Global Good Summit, co-sponsored by United Nations Development Programme (UNDP) and Bill& Melinda Gates Foundation was carried out on the theme of“Innovate Philanthropy for Civil Society Development”. Nearly 400 representatives from 220 organizations have attended the Summit.
China, though lagging behind most of developed countries, has witnessed a giant leap in the progress of modern nonprofit sector over the past decades. While it is weighing more and more in balancing social development, the emerging sector runs into some problems. Therefore, a thorough study on the international best practices will be of great benefit in exploring feasible approaches that fit the Chinese context. Three topics were discussed in the Summit: New Technology: Innovation for Philanthropy, The Role of Business in Civil Society Construction, The Operating Environment and Legal System of China's philanthropy and social organizations.
